Why the numbers differ by platform
A character is not a character everywhere. Three rules cause almost every mismatch.
Emoji width
Most emoji sit outside the basic plane, so they consume two UTF-16 units. Most platforms count them as two, Bluesky counts one grapheme.
Encoding fallback
One emoji in an SMS drops the whole message from 160 character GSM-7 segments to 70 character UCS-2 segments, tripling the cost.

Does my text ever leave my browser?

Why is your count different from Word or Google Docs?
Editors count raw characters. Platforms apply their own rules: X charges a flat 23 characters per link and two characters per emoji, and Bluesky counts grapheme clusters. CharLimits reproduces the platform rule so the number matches what the platform will accept.
